During WWI bad weather affected food production in 1916 and 1917 when the U.S. was providing food for itself, Britain, France, and other allied countries. Woodrow Wilson appointed Herbert Hoover to come up with a solution, he being new director of the nascent federal Food Administration department. "Wheatless Mondays and meatless Tuesdays" was the result. Across the nation, other communities observed "gasless Sundays", sugarless Mondays", "wheatless Wednesdays", "porkless Fridays" and "two-meal Saturdays".
